Tax officials are trying to enforce more than £2bn of 'phantom' tax demands that have been wrongly issued against individuals and companies.
Private debt collectors are being used in some cases. Alarm is mounting at the level of 'spurious' debts for back-tax sitting on the Revenue's books and the methods being used to try to collect it.
These debts relate to tax demands and penalty notices, which later turn out to have been invalid. One informed source suggested that these could easily account for 10% of the Revenue's total of £21.5bn of outstanding unpaid tax, interest and penalty charges...
